Herman Charity was a man of firsts in the Howard County Police Department. On July 8, 1968, he became the first black officer in Howard County. In his 30-year career with the department, Herman also became the first black corporal, sergeant, detective, vice and narcotics officer, and internal affairs officer. He set a path for a diverse police force in Howard County, one that now reflects the community it serves. Thank you, Herman, for your service.
